Chills happen because your body is trying to raise its core temperature to fight off infection.
When you get a fever, your brain resets your internal thermostat to a higher temperature. Even in a warm room, your body feels too cold by comparison and rapidly contracts and relaxes your muscles to generate internal heat, which causes you to shiver and feel chilled.
