    Section 25 (41) of Madhya Pradesh
    Panchayat Raj and Gram Swaraj Act 1993 states
    that if the Chairman of a Panchayat is not related to
    Scheduled Castes or Scheduled Tribes or Other
    Backward Classes, then the Vice-chairperson is
    essentially to elected from such castes or tribes
    or from such classes.
